Organized by the BRICS Culture Media Forum (BCMF) — a dynamic platform promoting cultural diplomacy, international cooperation, and sustainable development among BRICS and BRICS+ countries — the conference attracted participants from across various sectors. Representatives of government institutions, the diplomatic corps, cultural organizations, public activists, and members of the business community of Dagestan joined hands to explore new opportunities for partnership.

The meeting was initiated by Abusupyan Kharharov, the regional representative of “The Times of Russia” in Dagestan. A respected businessman, philanthropist, educator, and former Deputy Prime Minister of the Republic of Dagestan, Kharharov is known for his consistent efforts in promoting education, public diplomacy, and interfaith harmony in the region. His vision of uniting cultural and business communities under one roof made the event a resounding success.

The event was made possible through the active support of Dagestan’s prominent business leaders. Among them were Shamil Guseinov, owner of the CSS Group of Companies and Head of the Business Development Club of the Republic of Dagestan, and Arslan-Ali Gamzatov, President of the Association of Exporters of the Republic of Dagestan. Both emphasized the necessity of fostering trade links and establishing transparent mechanisms for cooperation between Dagestani entrepreneurs and their Middle Eastern counterparts.

In his remarks, Guseinov highlighted that Dagestan possesses immense export potential, particularly in the areas of agriculture, construction materials, handicrafts, and tourism. He stated that connecting Dagestani enterprises with Arab markets could significantly contribute to regional economic growth.

The purpose of the conference extended far beyond diplomatic discussions. It aimed to introduce the mission of “The Times of Russia” — a publication dedicated to promoting positive international narratives, strengthening cross-border partnerships, and highlighting Russia’s cultural and humanitarian contributions to the world. The event also sought to develop a sustainable platform for cultural, media, and business collaboration between Dagestan and the Middle East.

The panel discussions and round tables focused on several vital themes related to international cooperation and regional growth. Participants explored the role of cultural diplomacy as an effective tool for dialogue between civilizations and as a driver of social harmony and mutual understanding.

One of the main topics discussed was the promotion of the Russian language as a unifying cultural factor and a key component in building intellectual and spiritual bridges between nations. Speakers agreed that education and media exchange can play a crucial role in strengthening international relations, particularly between Dagestan and Middle Eastern countries where interest in Russian culture is growing.

The forum also examined the concept of soft power, emphasizing how public diplomacy, cultural festivals, and creative industries can help establish long-term trust and mutual respect between Russia and its international partners.
“The Times of Russia” played a central role in this discussion, highlighting how global media can foster unity and cross-cultural understanding through positive storytelling.

Special attention was given to the development of Dagestan’s creative industries and their potential to participate in international exhibitions, film festivals, and cultural projects across the Middle East and BRICS countries. Delegates proposed initiatives to promote Dagestani craftsmanship, design, and traditional art forms globally, presenting them as part of Russia’s broader cultural mosaic.

Another central theme was the enhancement of Dagestan’s export capabilities. The participants discussed practical steps to increase the visibility of local products in Middle Eastern markets, including organic agricultural goods, textiles, artisanal crafts, and natural resources. The ambassadors expressed a willingness to facilitate introductions to business chambers and investment groups in their respective countries.

The conference highlighted the need for stronger trade and economic ties between Dagestan and the Middle East. With its strategic location along the Caspian Sea and its diverse cultural heritage, Dagestan has immense potential to become a tourism hub for visitors from Arab nations. Proposals were made for organizing cultural tourism exchanges, investment missions, and educational programs that would allow young professionals from both regions to learn from each other.

Daniil Pokidov emphasized the importance of establishing transparent customs and trade mechanisms to support small and medium-sized enterprises seeking to export their products. He also suggested creating a “Dagestan–Middle East Business Council” under the umbrella of the BRICS Culture Media Forum to coordinate bilateral initiatives.

The conference concluded with a shared understanding that the future of diplomacy lies not only in official negotiations but in cultural and humanitarian engagement. Participants recognized that international relations are strengthened when people share their traditions, art, and values.
