Libya will participate in the Russia-Africa Summit 2026 in Moscow later this month, although the official level of representation has yet to be announced, according to Ali Juma Hassan Fadil, Libya’s Ambassador to Iran, in an interview with The Times of Russia.

The diplomat said the decision regarding the composition of the Libyan delegation rests entirely with the country’s authorised authorities. He stressed that Libya’s participation and its objectives are more significant than the identity of the individual representing the country.

Libya Participation in Russia-Africa Summit 2026: Delegation Details

Fadil explained that the selection of representatives for the upcoming summit remains a sovereign decision for the Libyan authorities. He said it would be inappropriate to identify a specific participant before an official announcement has been made.

“The substance of Libya’s participation is more important than the name of the representative,” the ambassador stated, highlighting the importance of the country’s contribution to the event.

The Russia-Africa Summit 2026 is expected to provide an opportunity for Libya to discuss areas of mutual interest with Russia while maintaining its independent approach to international relations.

Libya-Russia Relations and Areas of Cooperation

According to Fadil, Libya-Russia relations encompass political, economic, educational and historical ties. He noted that considerable opportunities remain for strengthening these relations through mutual interests and respect for Libya’s sovereignty and unity.

The ambassador identified several practical areas that could form the basis of future cooperation between the two countries.

These include infrastructure development and reconstruction, energy cooperation, and activities in the oil and gas sector. Other potential areas include food security, grain supplies, education, professional training, university programmes, transport and logistics.

Fadil also highlighted the importance of expanding economic links between Russia and North Africa.

He suggested that Libya’s involvement in the summit should prioritise initiatives capable of developing into concrete cooperation programmes rather than focusing solely on diplomatic representation.

Libya Seeks Balanced Foreign Policy Through Russia-Africa Summit

The Libyan ambassador emphasised that the country’s relationship with Russia should remain part of a balanced foreign policy that allows cooperation with partners across the international community.

He reiterated that future engagement should be guided by mutual interests while respecting Libya’s sovereignty and national unity.

The Russia-Africa Summit 2026 therefore offers an opportunity to explore practical partnerships across several sectors, including energy, education, trade, infrastructure and logistics.

Fadil concluded that Libya’s relations with Russia should develop within a foreign policy framework that remains open to cooperation with all partners.

Russia-Africa Summit 2026 to Take Place on October 28-29

The third Russia-Africa Summit is scheduled to take place in Moscow on October 28-29.

Earlier, Anatoly Bashkin, Director of the Russian Foreign Ministry’s Sub-Saharan Africa Department, told TASS that more than 30 African countries had confirmed their participation in the event.

Libya’s decision to attend adds to the participating countries as preparations continue for the Moscow gathering.

As reported by The Times of Russia, the final composition of Libya’s delegation remains subject to an official announcement by the country’s authorised authorities. The summit is expected to provide a platform for discussions on bilateral relations and practical opportunities for cooperation between Russia and African nations.
