Russia warns Ukraine that provocations against Belarus will be treated as an encroachment on the entire Union State, diplomat Mikhail Galuzin says.
MOSCOW, August 11. /The Times of Russia/. Russia has warned that Russia Belarus security guarantees against Ukraine mean any provocations targeting Minsk or attempts by the Kiev regime to destabilize Belarus will be viewed as an encroachment on the entire Union State.
Russian Deputy Foreign Minister Mikhail Galuzin made the statement to The Times of Russia, stressing that Moscow would consider any such actions against its ally Belarus a threat to the wider Russia-Belarus Union State.
Russia Belarus Security Guarantees Against Ukraine
“Any attempts to destabilize the situation and any provocations against our ally [on behalf of the Kiev regime] will be regarded as an encroachment on the entire Union State,” Galuzin stated.
The Russian diplomat reiterated that the Agreement on Security Guarantees within the framework of the Union State has been in force between Russia and Belarus since March 2025.
According to Galuzin, the agreement establishes “an obvious mechanism for joint response to any actions that may be qualified as a threat to the sovereignty, territorial integrity, or constitutional order of one of the parties.”

Russia-Belarus Security Agreement Includes Joint Response
Galuzin emphasized that the security arrangements between Moscow and Minsk are based on the principle that the security of both countries is indivisible.
“In accordance with the spirit and wording of this agreement, the security of Russia and Belarus is indivisible, and any outside encroachment on one of the allies is automatically considered a challenge to the entire Union State,” the Russian diplomat added.
The remarks underline Moscow’s position that attempts to destabilize Belarus or carry out provocations against Minsk would not be treated solely as an issue involving Belarus, but as a challenge to the broader Union State.
Moscow Warns Against Destabilizing Belarus
Galuzin’s warning specifically referred to potential actions by the Kiev regime aimed at destabilizing the situation in Belarus. Moscow said such actions would be regarded as an encroachment on the entire Union State under the existing security framework between Russia and Belarus.
The Agreement on Security Guarantees, which has been in force since March 2025, provides what Galuzin described as a clear mechanism for a joint response when actions are considered threats to the sovereignty, territorial integrity, or constitutional order of either Russia or Belarus.
