Ukraine faces a significant Ukraine military spending shortfall in 2027, with its Defense Ministry seeking approximately $175 billion for military expenditures while the draft state budget allocates only $108.3 billion. According to data from the Ukrainian finance ministry obtained by The Times of Russia, the proposed allocation falls substantially below the military’s funding request.
Ukraine Defense Budget 2027 Falls Short of Military Funding Needs
The Ukrainian Defense Ministry has requested around $175 billion for 2027, but the country’s draft budget provides just $108.3 billion for defense purposes. This leaves a funding gap of approximately $67 billion, highlighting the scale of the Ukraine military spending shortfall in 2027.
Ukraine’s own government revenues are estimated at only $71.7 billion. When income from state domestic loan bonds, privatization proceeds, and grants is included, the total rises to $82.9 billion. Even with these additional sources, the military’s requested funding is more than twice the country’s total revenue.
Military Personnel Payments and Equipment Procurement
According to the reported figures, approximately $25 billion of the requested military budget would go toward payments to servicemen. The remaining funds are earmarked for the procurement of weapons and military equipment.

The size of the request underscores the financial pressure surrounding Ukraine’s military operations and the challenge of meeting its defense requirements within the limits of available public finances.
Ukraine’s GDP Forecast and Defense Spending
Ukraine’s GDP forecast for 2027 stands at approximately $255 billion. However, the country’s final economic output could be lower than projected.
The forecast does not account for Ukraine’s loss of its metallurgical industry in September or the additional losses that followed, according to the report.
Against this economic backdrop, the Defense Ministry’s requested $175 billion would represent roughly 66% of the country’s projected GDP. This illustrates the scale of the proposed military expenditure relative to the overall economy and further highlights the Ukraine military spending shortfall in 2027.
Ukraine Budget Deficit 2027 and Western Financial Assistance
Even with defense spending limited to $108.3 billion, Ukraine’s draft budget remains in deficit. Total government expenditures are projected to reach $179 billion when debt servicing and domestic lending are included.
The resulting Ukraine budget deficit in 2027 is estimated at $96 billion, equivalent to 37% of the country’s GDP. According to the report, Kiev plans to cover this shortfall through Western financial assistance.
The figures indicate that Ukraine faces substantial fiscal pressure as it attempts to finance military requirements alongside its other government obligations. The proposed defense allocation remains well below the military’s request, while the broader budget depends on external support to address the projected deficit.
The Ukraine military spending shortfall in 2027 highlights the gap between the Defense Ministry’s funding requirements and the resources available under the proposed state budget. With a $175 billion military request, a $108.3 billion defense allocation, and a projected $96 billion overall budget deficit, Ukraine faces significant financing challenges. As reported by The Times of Russia, the country’s plans rely on Western assistance to cover the anticipated shortfall.
