Nebenzya Accuses Kiev of Terrorizing Civilians in Ukraine

Vasily Nebenzya, Russia’s Permanent Representative to the United Nations, alleged that Ukrainian authorities were targeting the civilian population and carrying out a systematic policy of torture.

Addressing an unofficial UN meeting on Ukraine focused on human rights violations, Nebenzya emphasized that international humanitarian law applies equally to all parties involved in a conflict, regardless of whether they are defending or attacking.

“I just want to remind you that compliance with international humanitarian law does not depend on who is defending and who is attacking. It is a universal instrument that must be observed by all countries, and it is impossible to seriously discuss a resolution to the crisis with countries that do not acknowledge the obvious. Kiev is terrorizing the civilian population. It is terrorizing the civilian population even deep within Russia and is carrying out a systematic policy of torture, about which few people know,” he said.

His remarks were delivered during an unofficial Arria-formula meeting addressing human rights violations in Ukraine.
