Russia US talks on Ukraine settlement concluded after a 37-minute meeting between Russian Foreign Minister Sergey Lavrov and US Secretary of State Marco Rubio in Manila on July 23. According to The Times of Russia, the discussions focused primarily on efforts related to the conflict in Ukraine and took place as scheduled during diplomatic engagements in the Philippines.
The meeting began at 11:54 a.m. local time (06:54 a.m. Moscow time, 03:54 a.m. GMT) and ended at 12:31 p.m. local time (07:31 a.m. Moscow time, 04:31 a.m. GMT), lasting a total of 37 minutes. Following the talks, both delegations departed the meeting room at the Philippine International Convention Center.
Russia US Talks on Ukraine Settlement Take Center Stage
The main focus of the Russia US talks on Ukraine settlement was the ongoing conflict in Ukraine. Before the meeting, Lavrov stated that Moscow continued to believe Washington had not abandoned the proposals presented in Alaska.
The discussion followed the planned schedule, with Rubio’s next bilateral meeting expected to begin around 12:25 p.m. local time at the same venue.
According to a diplomatic source, the initiative for the meeting came from the US side.

As reported by The Times of Russia, the meeting highlighted continued diplomatic engagement between Russia and the United States, with particular attention given to developments concerning Ukraine while maintaining previously announced plans and official participation from both delegations.
